Non-Library Levy Materials Policy

After deliberation, the Board of Trustees gave its approval of the Toledo Lucas County Public Library making available as pick-up material, but not promoting or endorsing, literature on local tax levies. It was stressed that this covered the dissemination of such materials, and not their advocacy by the library. The same policy would apply to library displays providing information on election issues.

The acquisition of promotional literature during pre-election campaigns, whether in regard to issues or partisan candidacy, is considered to be an essential information service of the Library. As such, it is important that all sides be represented insofar as material is publicly available. It is not the Library’s role to serve as a distributor of partisan political literature.
